In-Absentia Traffic Violations: Legal Framework and Enforcement Mechanisms
This study is part of a series of analytical studies issued by Performance Index Center – KAFA’A. It aims to provide a comprehensive assessment of the current state of traffic violations in Jordan, with a particular focus on absentee traffic violations that have become increasingly prevalent in recent years, and to analyze their financial, social, and legal impact on citizens and on public trust in traffic enforcement authorities.
The study is based on a review of the legal texts governing traffic violations, an analysis of data related to absentee violations, and a practical simulation to estimate the cost of filing objections against such violations. It also examines challenges related to the accuracy of enforcement, compliance with legally mandated formal requirements, and the impact of procedural errors on citizens’ perceptions of fairness and justice.

- The extensive spread and repetition of violations limits the ability of many citizens to renew their vehicle registrations or forces them to delay registration, resulting in legal and economic consequences.
- The practical simulation of the objection process demonstrates that the cost of contesting a violation often equals or exceeds the value of the fine itself for the most common violations, thereby discouraging citizens from exercising their legal right to appeal.
