Assessment of the Digital Media Environment in Jordan

This study is part of the analytical series published by the Performance Index Center | KAFA’A. It aims to provide a comprehensive assessment of the digital media reality in Jordan, focusing on regulatory frameworks, technological shifts, and the readiness of media institutions to innovate amidst current economic and legislative challenges.

The methodology relies on an analytical review of the governing legal environment and monitoring the impact of digital transformation on the quality of journalistic performance. Furthermore, it analyzes the financial sustainability challenges facing local institutions.

  • Legislative Challenges: The Cybercrime Law No. 17 of 2023 has led to a noticeable increase in “self-censorship,” limiting the ability to invest in investigative and innovative content due to broad legal terminology.
  • Financial Drain: Local media suffers from a severe sustainability crisis as annual advertising spend leaks toward global platforms like Google and Meta, depriving national institutions of development resources.
  • Fragmented Tech Adoption: Many media organizations lack the readiness to adopt AI technologies; digital transformation remains “fragmented” due to a lack of advanced skills and limited financial resources.
  • Skills Gap: The study identified a clear gap in the digital qualification of media personnel, hindering the optimal utilization of digital transformation opportunities to improve audience reach and message quality.
  • Need for a Roadmap: The study emphasizes the necessity of a comprehensive national strategy that balances legislation protecting digital rights with economic incentives to ensure media remains a pillar of accountability and public trust.
